“A country of 90,000 people cannot keep multiplying public bodies”

Andorra Endavant has tabled an amendment seeking to reject in its entirety the bill amending the 2026 budget to incorporate Andorra Digital, SA’s accounts, totalling €2,608,196.71.

The parliamentary group maintains its opposition to the company’s creation and argues that digital transformation could have continued through the ministry and existing public bodies.

In a statement, the party questions the growing number of public bodies and calls for a public administration proportionate to the Principality’s size. “A country of 90,000 people cannot keep multiplying public bodies,” it says.

AE questions a model with 25 public bodies

According to Andorra Endavant’s count, the country has 25 separate public bodies, excluding ministries, government departments and other administrative bodies.

The party believes this model has its limits and opposes creating a new company, agency or other body to meet every new administrative need.

“We cannot build a public administration designed as though we were a state with several million inhabitants,” the group says.

AE argues that each new entity requires governing bodies, administrative procedures, accounting, oversight mechanisms, personnel management and operating expenditure. It also warns that the proliferation of bodies makes coordination and oversight more difficult and increases the risk of duplication.

Criticism of Andorra Digital’s budget provision

The group notes that Andorra Digital was incorporated on 30 April 2026 and argues that the budget amendment bill exposes the problems with this model.

According to the party’s statement, the government acknowledges that the company did not have sufficient budget provision to carry out its activities in full, making a subsequent amendment to the Budget Act necessary.

Andorra Endavant believes this situation reinforces the arguments it raised when it opposed the company’s creation.

Making use of existing bodies and pooling resources

The party advocates simplifying, streamlining and improving the efficiency of public administration, making use of existing structures before creating new ones.

Its proposal seeks to prevent duplication, pool resources and make public spending easier to scrutinise. AE believes a small country should benefit from a public administration that is “lean, efficient and accessible”.

“We do not want a state increasingly fragmented into companies, agencies, institutes and other bodies. We want a state that works better,” the group concludes, linking its amendment to its opposition to the creation of Andorra Digital.
