Andorra’s government backs Andorra Endavant’s proposal to regulate face coverings in public spaces
The government considers Carine Montaner’s initiative legitimate and issues a favourable opinion on the bill
Andorra’s government has issued a favourable opinion on a bill concerning facial identification in public spaces and women’s dignity, freedom and effective equality, submitted on 8 July by Carine Montaner, chair of the Andorra Endavant parliamentary group.
Government spokesperson Guillem Casal announced the decision at the press conference following the Council of Ministers meeting.
The opinion represents government support for the initiative’s aims, which include establishing a legal framework governing people’s ability to be identified by their faces in public spaces.

“The government considers that the aim pursued by this bill, to provide the Principality with a clear legal framework concerning facial identifiability in public spaces […] is legitimate and deserves a favourable assessment,” Casal said.
Support for a legal framework on facial identification
The spokesperson argued that the proposal follows the approach adopted by other European countries in the region, although he did not specify which national models he was referring to in this part of the press conference.
Montaner’s initiative links facial identification in spaces open to the public with women’s dignity, freedom and effective equality, as reflected in the bill’s title.
