Andorra expands support for young adults moving out, raising age limit to 35 and income cap to €35,000
New rules extend eligibility to people aged 18–35 and cover the full deposit and first month’s rent
Andorra’s government has approved new regulations for financial support to help young adults move out of the family home, widening the eligible age range and easing income requirements.
The programme will be open to people aged 18 to 35 inclusive, with gross annual income of up to €35,000. Previously, eligibility was restricted to those aged 22–30 earning no more than €24,000.
The reform aims to make it easier to secure a first rental home. According to ANA, Minister of Culture, Youth and Sports Mònica Bonell said the changes respond to needs identified by young people during a nationwide consultation. Moving out of the family home was among the main concerns highlighted in the priorities survey.
Full coverage of the deposit and first month’s rent
Under the new rules, the grant will cover the entire security deposit and first month’s rent. The previous regulations already covered the full deposit but capped support for the first monthly payment.
The income assessment will also change. Applications will be evaluated based on employment and financial circumstances at the time of submission, rather than earnings from the previous year.
Particular attention will be paid to income from a current employment contract, either permanent or with a guaranteed minimum duration of five years. The aim is to ensure the assessment better reflects the applicant’s current financial position.
Applications can be backdated to 1 January
The new regulations allow applications to be backdated to 1 January of the current year. Previously, applicants had to request support when signing their tenancy agreement.
The assessment will also consider the financial circumstances of the household, using the social cohesion economic threshold, known as LECS, for households of up to four members. Previously, only the applicant’s own income and assets were assessed.
Five years of residency and a first independent home
Despite the broader eligibility criteria, several conditions remain. Applicants must demonstrate at least five years of uninterrupted residence in Andorra immediately before submitting their application.
They must also neither own a home nor have previously moved into a home independent of their family household. The programme therefore remains intended for young adults moving out for the first time.
