Andorra and Portugal agreement could strengthen cooperation on emergencies and wildfires

The cooperation agreement on internal security signed by Andorra and Portugal on May 20 could open new avenues for collaboration in areas such as civil protection, emergency management and responses to wildfires.
Portugal’s Consul General in Andorra, Duarte Pinto da Rocha, said the agreement is not limited to police cooperation but has a broader scope that includes several areas related to internal administration and emergency management.
Portugal could share its experience in wildfire management
Speaking to the Andorran News Agency, Pinto da Rocha explained that the agreement must now be developed at a technical level by the relevant ministries in both countries. This process will determine which specific projects can be implemented and whether a permanent monitoring mechanism will be required.
Among the areas with potential for cooperation are civil protection and wildfire management, a field in which Portugal has extensive experience. According to the Portuguese consul, this expertise could lead to the exchange of knowledge and best practices with Andorra.
Pinto da Rocha stressed that internal security should not be understood solely from a policing perspective, but should also include the ability to respond to disasters, emergencies and other high-risk situations.
Working groups to develop the agreement
The implementation of the agreement could be organised through permanent working groups or groups activated when specific needs arise, with the aim of maintaining regular communication between the technical teams of Andorra and Portugal.
These mechanisms would make it possible to identify areas of common interest and develop joint initiatives in different fields related to internal security.
The agreement was signed on May 20, during the official visit of Portuguese Prime Minister Luís Montenegro to the Principality, as part of his meeting with Andorra’s Head of Government, Xavier Espot.
The pact provides for stronger technical cooperation and the exchange of best practices in areas including crime prevention, migration-flow management, border controls, document fraud, civil and environmental protection, road safety, weapons and explosives control, and community policing.
The Portuguese consulate goes beyond administrative procedures
The Consulate General of Portugal in Andorra provides standard consular services to Portuguese citizens living in the Principality. Among the most common procedures are the renewal of identity documents and passports, the processing of powers of attorney for legal representation in Portugal or other countries, and cases related to marriages and other administrative matters.
However, Duarte Pinto da Rocha has also highlighted the consulate’s role as a point of information and connection between the Portuguese community and the administration of their country of origin.
The institution also assists residents with matters involving inheritance, property-related procedures and possible returns to Portugal.
The consul general described the consulate as a “bridge” between the two administrations, with a role that extends beyond the simple processing of documents.
