Christina Moreno case raises questions over Jordi Mas Bentanachs’ role and the PSC’s connections to Andorra
A figure linked to the PSC is at the centre of questions surrounding Christina Moreno’s appointment and has ties to Andorra
A complaint filed with the Public Prosecutor’s Office over the appointment of Christina Moreno as an adviser to the Barcelona Provincial Council has sparked a debate that goes beyond the municipal sphere and also involves elements connected to Andorra.
The case concerns an appointment proposed by the PSC-CP group at the Barcelona Provincial Council. Based on the information currently available, questions have been raised about the duties performed and whether the position is compatible with Moreno’s other responsibilities.
The filing of a complaint with the Public Prosecutor’s Office does not, however, mean that the allegations have been proven or that any criminal liability has been established, although the party has acknowledged the existence of the circumstances that gave rise to the controversy.
A tailor-made position?
The situation surrounding Christina Moreno has generated controversy over the compatibility of her different public responsibilities.
According to Bondia, the third deputy mayor of La Seu d’Urgell combines a 50% paid position at the City Council with her role as a technical adviser in the Presidency Department of the Barcelona Provincial Council, for which she reportedly receives €4,194.09 gross per month. Combined, the two public-sector salaries would bring her monthly gross income to more than €6,000.
The report also raised questions about the practical compatibility of the two positions, given that her role at the Provincial Council is subject to specific service requirements and requires a heightened level of availability. Sources from her own party cited by Bondia said that Moreno “only goes down to Barcelona once a week.”
The role of Jordi Mas Bentanachs
Against this backdrop, the name of Jordi Mas Bentanachs emerges. He is a politician with longstanding links to the socialist (PSC) sphere in La Seu d’Urgell and the owner of the digital outlet La Valira.
Sources consulted attribute to Mas Bentanachs a degree of influence within socialist political circles in Alt Urgell and claim that he has played a role in certain appointments and internal decisions.
According to those sources, Mas Bentanachs allegedly played a significant role in efforts that led to Moreno securing this additional position. However, any such involvement has not been established through documentary evidence and remains a claim attributed to the sources consulted.
Controversy has also emerged over the political response to the complaint involving Christina Moreno. Compromís per la Seu has publicly described the actions targeting the councillor as a “personal fixation.”
That position contrasts with several articles previously published by La Valira about Moreno’s management of municipal social services. These included reports concerning the food bank, spending on festivities and assistance provided to people in vulnerable situations.
Coverage of Andorra and critical reporting on Espot
The connection to Andorra is particularly relevant given La Valira’s editorial activity covering political affairs in the Principality.
The outlet has published several reports critical of the Government of Andorra and the country’s Head of Government, Xavier Espot. Recent publications have included a report concerning legal proceedings involving a relative of the Head of Government.
In such circumstances, any reference to a person who has been acquitted requires particular caution. An acquittal cannot be treated as a finding of guilt, while the continued public identification of a person who has been cleared may also raise questions about the boundaries of journalism and the right to privacy.
Property interests in Canillo
Another element of journalistic interest is Mas Bentanachs’ connection to Cal Gastó, in Canillo.
According to information published by El Periòdic d’Andorra, in 2018 the Government of Andorra awarded a €78,181 grant for restoration and conservation work at Cal Gastó.
There is also a court case concerning the ownership of an area adjoining Cal Gastó. According to the cited documentation, the High Court of Justice of Andorra issued judgment 000028-2026 on 10 March 2026, corresponding to proceedings TSJC-0000212/2025.
Politics, media and interests on both sides of the border
The case therefore brings together several elements: Mas Bentanachs’ political activity in La Seu d’Urgell, his connection to La Valira, claims by sources that he wields influence within socialist circles in Alt Urgell, questions surrounding Christina Moreno’s appointment and his property interests in Andorra.
These factors are accompanied by the editorial activity of a media outlet that has previously published critical reports about Moreno as well as numerous stories concerning the Andorran Government and Xavier Espot.
The convergence of these elements provides legitimate grounds for journalistic scrutiny into whether connections exist between them, but their coexistence alone does not establish a causal relationship without supporting evidence.
The central question is therefore to establish who effectively promoted Moreno’s appointment to the Barcelona Provincial Council, what duties she performs and how she combines them with her municipal responsibilities, as well as whether Mas Bentanachs played any role in the process, as claimed by the sources consulted.
