Gili questions government’s decision to speak for mayors without agreement on housing plan
The mayor of Escaldes says parish councils had neither worked on the bill nor agreed to its announcement and calls for impact assessments
Rosa Gili has questioned the government’s decision to speak on behalf of Andorra’s mayors about a bill to promote affordable housing construction without first agreeing on the announcement with them.
According to RTVA, the mayor of Escaldes-Engordany said parish councils had not participated in drafting the legislation and expressed surprise at how the initiative had been communicated.
“It is somewhat surprising to hear statements made on behalf of the mayors when we had not discussed this,” Gili said. She clarified that her administration had neither worked on the proposal beforehand nor agreed to its public presentation: “We had not worked on the bill ourselves, nor had there been any agreement to announce anything.”
Gili’s criticism centres on the lack of prior coordination with parish councils. She questioned why the initiative had been announced with references to local representatives when, according to her account, they had yet to discuss the text together.
Calls for detailed scrutiny and impact assessments
Gili acknowledged the need to take action to improve access to housing, but stressed that the scope of the proposal requires careful consideration of its implications.
“Of course we need to work on housing, but I think this bill has many implications. It needs to be assessed very carefully, and impact assessments must be carried out,” she said.
The mayor is therefore calling for more preparatory work, parish council involvement and an assessment of the proposal’s effects. Her comments challenge the government’s handling of the process while reaffirming her support for the goal of improving access to housing.
