Tor meets EU representatives in San Marino to discuss next steps after Association Agreement signing

Participants discussed the forthcoming stages towards the “application and implementation of the text”

Andorra’s Foreign Minister, Imma Tor, has attended a meeting in San Marino with EU heads of mission to discuss the next steps towards implementing the Association Agreement.

The meeting, held during her visit to the country, was also attended by San Marino’s Secretary of State for Foreign and Political Affairs, Luca Beccari. 

The talks took place ahead of the signing of the agreement between the EU, Andorra and San Marino, scheduled for 19 October in Brussels. They focused on how to move the process forward and deepen relations between the parties.

Steps towards implementing the agreement

According to a post on X by Martin Selmayr, participants discussed the forthcoming stages towards the application and implementation of the text, as well as closer cooperation with the two small states. 

The agreement provides for Andorra and San Marino’s integration into the European single market and participation in numerous EU policies. Its implementation was central to the diplomatic discussions, although the information released does not specify any agreed deadlines or measures.

Signing scheduled for 19 October in Brussels

The Brussels gathering will bring the parties together to formally sign an agreement that Selmayr described as “ambitious”. In his message, he named Maroš Šefčovič as the EU representative involved in the signing.

Selmayr also highlighted that Andorra and San Marino share the European Union’s values, use the euro and cooperate closely with the bloc at the United Nations and in other multilateral organisations.

Against this backdrop, he argued that global insecurity and fragmentation strengthen the case for deepening relations with partners and close neighbours.
