Andorra to combine recruitment rounds to fill civil service vacancies faster

New regulations will allow departments to recruit jointly for roles with shared responsibilities

Andorra’s Council of Ministers has approved regulations governing the classification and review of central government posts, designed to reduce the number of recruitment rounds and shorten the time needed to fill vacancies.

The Minister of Public Service and Digital Transformation, Marc Rossell, explained that the system will allow departments to combine selection processes for positions involving similar duties.

Rossell described the measure as part of efforts to modernise the civil service. The regulations introduce a common professional framework to improve recruitment and facilitate staff mobility, while making job evaluation more transparent.

One recruitment round for several departments

The minister used administrative positions to illustrate the change. Until now, when several departments needed to recruit someone for this type of role, each would launch its own selection process.

Under the new system, a single recruitment round will be able to fill administrative vacancies across several departments, based on a shared description of the role’s duties and responsibilities.

This approach will also create a pool of candidates who have passed a professional assessment, which the administration can draw on to cover staff absences or meet other staffing needs.

According to Rossell, the aim is to speed up recruitment and avoid repeating selection processes for equivalent roles.

Job classification criteria to be included in the regulations

The text also includes an annex setting out the criteria used to classify posts. This information, previously available on the employee portal, will now form part of the regulations themselves.

Rossell said publishing the evaluation methodology would strengthen transparency and make the information accessible to anyone interested.
