Andorra's Prime Minister Xavier Espot has called for a digital transformation that does not deepen social inequalities, speaking on Thursday at the 30th Ibero-American Summit.

Addressing leaders and representatives from across the Ibero-American community, Espot emphasized the importance of international cooperation in tackling major economic, technological and climate challenges.

He identified artificial intelligence, disaster preparedness and social inclusion as key priorities for Andorra's participation in regional cooperation initiatives.

Espot recalled that Andorra hosted the 27th Ibero-American Summit in April 2021, during the COVID-19 pandemic, noting that many of the challenges discussed five years ago remain relevant today, while digital transformation has become increasingly important.

"No country can face the great challenges of our time alone, and no transformation can be truly successful unless it improves people's lives"

Xavier Espot calls for artificial intelligence that benefits everyone

One of the central themes of Espot's speech was the rapid development of artificial intelligence and the need for stronger cooperation between Ibero-American countries.

The Andorran leader welcomed the launch of the Ibero-American Artificial Intelligence Alliance, an initiative promoted by Spain, which aims to encourage knowledge sharing, reduce technological divides and ensure that AI developments benefit society as a whole.

"Artificial intelligence must be an opportunity for everyone, not a factor that widens existing inequalities," Espot stated.

He stressed that technological innovation must be accompanied by appropriate safeguards, transparency, public trust and education.

The Prime Minister also highlighted Andorra's contribution to discussions on digital transformation, recalling that the country hosted its second forum on public-private partnerships for digital transition in October 2025.

Andorra to lead Ibero-American disaster risk reduction network in 2027

Espot also announced that Andorra will assume the first rotating presidency of the technical secretariat of the new Ibero-American Disaster Risk Reduction and Civil Protection Network in 2027.

The initiative aims to strengthen disaster prevention, improve early warning systems and promote cooperation between participating countries during emergencies.

The Prime Minister warned that increasingly extreme weather events, including heatwaves, wildfires and floods, require coordinated international responses.

He also advocated for a sustainable tourism model that balances economic competitiveness, environmental protection and residents' quality of life.

Andorra has expressed its support for the Ibero-American sustainable tourism strategy and the region's tourism agenda for 2026-2036.

Social inclusion, education and an ageing population

On social policy, Espot highlighted Andorra's participation in the Ibero-American Charter on Care and Support, an initiative designed to improve assistance for older people, people with disabilities and individuals requiring long-term care.

He linked this commitment to the need to address demographic ageing and build a more inclusive society.

The Andorran leader also welcomed the adoption of the Academic Mobility Charter and ongoing efforts to develop a regional education strategy focused on equal opportunities, inclusion and protecting children in digital environments.

According to Espot, expanding international student exchanges and ensuring safe learning environments are essential investments in the future of the Ibero-American community.

Andorra expresses solidarity with victims of Toledo train accident

At the beginning of his address, Espot expressed Andorra's condolences to the families and victims affected by the tragic railway accident near Toledo, Spain.

He conveyed the Principality's solidarity following the tragedy, which he said had deeply affected participants attending the summit.

The Prime Minister also thanked Spain for organizing the meeting and acknowledged the contributions of Spanish Prime Minister Pedro Sánchez, King Felipe VI and the Ibero-American General Secretariat.

Espot concluded by reaffirming Andorra's commitment to multilateral cooperation, international dialogue and collective solutions to the challenges facing Ibero-American countries.
