Head of Government Xavier Espot said on Monday that signing the Association Agreement with the European Union (EU) marks “the beginning of a new chapter” in relations between Andorra and European institutions.

“This agreement is not only the end of lengthy negotiations; it marks the beginning of a new chapter in our political relationship with the European Union,” he said at the ceremony in Brussels.

Espot said the agreement would allow Andorra to participate more fully in the European single market and take on shared responsibilities.

He also described it as an opportunity for small states to show they can be “reliable, constructive and fully committed European partners”.

The head of government placed the signing within a relationship spanning more than three decades, beginning with the 1990 customs agreement and later expanding through several sectoral agreements. The Association Agreement, he said, represents “a major qualitative leap” in that relationship.

Espot says agreement could support economic diversification

On the economic impact, Espot said gradual integration into the single market could create a more consistent and predictable environment for businesses and the public. He also presented the agreement as a way to support economic diversification and strengthen the country’s resilience amid a changing international landscape.

The head of government stressed that the agreement goes beyond economics and reflects Andorra’s desire to move closer to the European project while retaining its specific characteristics.

He said small states and the EU share interests including peace and security, predictable rules, open economies, strong democratic institutions and respect for human rights.

The signing, however, does not bring the agreement into immediate force or conclude the institutional process. The text must now be approved by the European Parliament, a key step in setting the timetable for Andorra’s consultative referendum.

Espot said the deadlines set by European institutions would need to be coordinated with Andorra’s democratic calendar, taking into account the general election scheduled for spring 2027 and seeking to avoid two major political campaigns taking place at the same time.

He said decisions should be taken at the appropriate time and that the public should have the conditions necessary to understand the agreement’s scope.

The head of government also noted that the agreement provides for the provisional application of some provisions, allowing the different institutional processes to proceed at their own pace.

Beccari describes the agreement as a starting point

Espot acknowledged that the new phase would require an adaptation effort, particularly to incorporate European legislation progressively and strengthen the Administration’s resources and capabilities.

He said this would require ongoing dialogue with European institutions and member states, as well as technical assistance, the exchange of experience and training.

Andorra and San Marino, which negotiated the agreement jointly, now share responsibility for implementing it. “Today we have an overall framework that brings Andorra and San Marino closer to the European Union than ever before,” Espot said.

San Marino’s Minister for Foreign Affairs, International Economic Cooperation and Telecommunications, Luca Beccari, described the agreement as a milestone in relations with the EU and stressed that it was not an endpoint but the start of a new phase. “We do not see it as a destination, but as the starting point for a new chapter in our relations,” he said.

Beccari recalled that negotiations began almost 11 years ago with the aim of integrating Andorra and San Marino into the European single market and establishing a more structured relationship with European institutions. He also reaffirmed San Marino’s desire to be part of the European project while preserving its sovereignty and independence.

The minister thanked Andorra for its cooperation and acknowledged the role played by the European Commission, European Parliament, Council and member states. He also announced that the two countries had concluded negotiations on another agreement related to border management and were continuing to work on other areas of cooperation.

“Today we are more than friends: we are partners,” he concluded.
